I think Berserker is an old glyph that used the Okori stone which used to only give weapon damage buff for a few seconds. Now the Okori stone is used to make a 'glyph of weapon damage' which actually grants weapon damage and spell damage for 5 seconds. It's probably the best glyph for a DPS character, magic or stamina based.

General Info
Buff Up with entropy and inner light at all times.
For single target use your duel wield bar, Hit the target with blinding flurry once or twice to knock them off balance and then spam Flame Lash. I like Soul Assault as my single target ultimate here, I hit 43,200 Magic Damage over 3.9 Seconds and it only cost 100 ultimate.
For AOE Damage switch to your destro staff, Inhale and Impulse.
This bar also has your emergency heal, since my health is so low, when I need a big self heal i hit Igneous Shield and spam inhale until my health is back up.
Eso Staff Spell Damage Glyph
Your second bar ultimate is kinda self preference, I like Devouring Swarm since its AOE, but if you don't want to go Vamp, it is up to you.
I use a bi stat food for Magicka and Health since stamina isn't too important for this build.
I only proc Kena when I get into really big mobs or burning an elite/boss. but even without Kena proc, your spell power should range from 3300-3600.
Where this build lacks is Regen. So magicka potions are your best friend. But champion points help with this low regen.
Also weaving in Heaby Attacks with your staff also helps compensate for the low magicka regen.
Champion Point Tips
The tower: 100 points in reduce magicka cost. Very important due to low regen.
Theif: here you can split the rest between tenacity and Arcanist, this will help with regen problems
The Apprentice: 100 into elemental exepert because this is a fire damage based character. After that you can split the rest between elfborn or spell erosion, personal preference but I would go Elfborn because with this build you almost have a 60% crit so every other attack should be a crit and it will hit much harder.
The Lady: Elemental defender 100 points into it, very important especially if Vamp. The rest personal prefernece but hardy is always a good option.
Build Rating

Generell rule:
Increasing your pool by n% increases your dmg done by n/2%. Means if u have 2k spelldmg and increase it by 200, your dmg goes up by 5%.
As already mentioned over the thumb 1 spelldmg is worth 10 max magicka.
If your magicka/10 is higher than your spelldmg its better to increase spelldmg and the other way round. Reason is, if u e.g. have 2k spelldmg and 40k max magicka and u can choose between increasing magicka by 2k or spelldmg by 200:
- 200 spelldmg will increase your dmg by 5%
- 2k max mag will only give a 2,5% dmg increase.
Exceptions:
Skills that do dmg and heal (e.g. Funnel Health) r slightly different as they the dmg component scales by 0,6 w/ spelldmg and 0,4 with max magicka, while the healing component scales by 0,4 with spelldmg and 0,6 with max mag.
Shields and (sorc?-) pets only scale with magicka.
Sidenote:
- for 2, 3, 4 pc boni the spelldmg boosters r slightly higher than the max magicka, thus they r 'better'.
- u get 25% [+2% for every sorc skill] increase in spelldmg for minor and major buff, max magicka buffs r 7% inner light + [2% meteor] + [10% race] + [8% sorc/nb/warden] + [2% every other mages guild skill]. Those buffs stack additive: e.g. <your pool> * 1,09 if u have inner light and meteor slotted (and not (<your pool> *1,07)* 1,02).
